In order to do this successfully, it is essential that educational institutions register their degrees in electronic format with the Dirección General de Profesiones.
Mexico City, September 28.- Starting on October 1, the third stage of the electronic professional license emission process will begin, which implies the emission of this document 100 percent online.
In order to successfully achieve the electronic emission of the professional licenses, it is necessary that the educational institutions previously register the degrees in electronic format with the General Directorate of Professions (DGP).
The expedition of the professional license brings multiple benefits for the graduates of higher and secondary educational institutions: the process is done from any device with Internet access, 24 hours a day, 365 days a year and from anywhere; it only takes a few minutes and avoids scheduling appointments in person or having to go to the DGP.
The first stage began with the publication on April 16 of the amendments to the Regulations of the «Ley Reglamentaria del Artículo 5º Constitucional» in the Diario Oficial de la Federación, the launching of the electronic platform and the implementation of a pilot program with the Tecnológico Nacional de México and the Instituto Politécnico Nacional, for the registration of degrees and the issuance of the professional license.
The second phase consisted of incorporating the institutions into the process of registering degrees in electronic format, for which group training sessions were held and manuals were designed to disseminate the technical details of the service. During this stage, considered as a transition phase, a hybrid process was implemented in which graduates could still present their printed professional degree in order to process the electronic professional license.
Now, in the third stage, it is essential that the Higher Education Institutions (HEI) provide the SEP, through the DGP, with the database containing information on young graduates with completed graduation procedures.
From April 16 to September 28, 2018, when the issuance of electronic professional licenses began, the DGP has issued 417 thousand electronic professional licenses in electronic format and close to 286 thousand documents are in the process of being issued, which denotes significant progress in the implementation of this digital service within the framework of the National Digital Strategy and the plan to digitalize SEP Services for the benefit of individuals. This digital service is possible thanks to the collaborative work of the SFP, the SHCP, various areas within the SEP and the Presidency of the Republic.
To date, there are more than 1,400,000 visits to the electronic portal that offers the service (www.gob.mx/cedulaprofesional), of which more than 897,000 correspond to the issuance of the professional license and more than 238,000 for the duplicate of said document.
It is important to remember that the electronic license is a document that has patent effects for the professional practice and allows society to identify fully and with certainty the person from whom it receives the provision of a service. To obtain it, it is only necessary to enter www.gob.mx/cedula/profesional, have the degree issued by the educational institution, have the electronic signature and make the online payment.
